These spam posts are not by people so the sticky won't help. They are bots which sign up at forum and post ads. Usually requiring the to enter a code to sign up helps but since this phpbb already has that add-on (from memory) I don't see what else you can do but simply delete their accounts as they sign up. My friend has the same problem with his forums.
