Justin mentions a 'power chordy' way of playing the E in this song rather than playing the open E, but I couldn't pick up what he was playing?

It's 0224××. I know this because I learned this tune at a guitar class! Pretty cool way to play E5 I think.

I thought it might be that, but when I do the picking pattern it didn't sound quite 'right' (probably just my average technique with damping the notes)

I just noticed this song on justin's youtube channel and I was wondering if the ST-389 corresponds to the Stage 3 in the beginner lessons.  In other words is this for someone who would be on stage 3?  Took me a long time to actually find these other songs on his website.

The ST is just the prefix Justin using for the Songs lessons in the main Lessons Index here

Does not stack with a Beginners Course stage 3 songs as that would be prefixed BS-3xx

Not had a chance to look at the lessons, as I've had some down time recently but might check it out tonight. I'll let you know where it sits level wise later unless someone who know it well jumps in in the meantime.

Right had a look and I'd say its definitely for someone who's in the early stages of the Intermediate Course (IM). There's some E (C#m) and A (B) shape barre chords so maybe not really a beginners song IMHO. Picking is also going to be tricky for someone going through the BC but if you could play the chords, you could simplify it to play along with the simple strumming Justin covers in the video lesson.

But here's the clincher, if its a song you want to play, hang in here and keep working away to get the skill sets to play it. There's your motivation. ;)
