On my computer it's a javascript error.  Firefox doesn't recognize the Play() function.

I have XP.  And made a few tests:

Firefox 3.6.8/4.0b3: silence
Chrome 6.0.490.1 dev: WORKS
Opera 10.61: plays the sound only when the window opens
Internet Explorer 6/7/8: WORKS
Safari 4/5: WORKS

Others in this thread reported:

Firefox ??? @Vista: sometimes works
Firefox ??? @ Windows 7: WORKS
IE ??? @Vista: silence

If it doesn't work just go buy a real stopwatch that you can take everywhere ;)

If I have time I'll try to suggest code modifications when I find a solution.

I bought a digital timer last year and it's been one of the best $10 purchases of my life. I have a very hard time focusing without it. I just set it to 15 minutes and then do whatever it is that I'm supposed to do during that time (I've created a daily practice schedule I try to keep to.) This works great for me for guitar practice and also for other things.
